State Children’s Health Insurance Program (SCHIP) is the federal-state welfare program to provide health insurance for poor children. The House recently passed a major expansion of SCHIP, which is now under consideration in the Senate. Most of the controversy surrounding this expansion has been related to eligibility. Nobody opposes health care for poor children, but the House has removed two critical requirements. First, they removed the requirement to be poor. Second, they removed the requirement to be a child. That’s right – the bill removes both the age limit (currently 19), and the income limit (originally twice the federal poverty level).
There is substantial evidence that expanding SCHIP insures some previously uninsured children, but also induces people to drop employer-sponsored private health insurance, and take SCHIP instead. Independent estimates by Jonathan Gruber and Kosali Simon in the Journal of Health Economics, March 2008 conclude that approximately 60% of the increase in SCHIP coverage during 1996-2002 came from families that dropped the private health insurance they already had when they became eligible for SCHIP.
What we don’t know is the level of collateral damage — how many people actually become uninsured because of SCHIP. How could that happen? Well, suppose an employer has a lot of employees with income low enough that they qualify for SCHIP. When the employees choose SCHIP, they no longer demand – or even accept – health insurance from their employer for their children. They might even drop insurance on themselves and save the “employee share” of the premium, if they were buying in only to make sure their children were covered. If enough employees drop the employer-sponsored insurance, the employer might choose – or be compelled – to drop insurance for all their employers. Most insurance plans require a minimum participation rate (usually 75% of employees).

How Many Will Lose Health Insurance Because of SCHIP Expansion

Montana lawmakers debate insurance gender issue
The insurance industry said Tuesday it could lower some rates if allowed to consider gender when evaluating risk, advocating yet another attempt to repeal Montana's unique "unisex" insurance law.
Supporters of the old law said it isn't fair to establish different rates based upon gender, and said the old anti-discrimination law has worked well for years.
A state Senate panel is looking at the new plan to repeal Montana's 25-year-old anti-gender discrimination law. It bans the use of gender in establishing rates on everything from car insurance to life insurance.
"It seems like we are about the last state of all 50 holding onto this so-called unisex insurance provision," said Sen. Gary Perry, R-Manhattan. "And because of that it has created higher rates and less opportunity to have more insurance companies and policies provided for Montana citizens."
Insurance agents told the Senate Business, Labor and Economic Affairs committee that some insurance companies aren't willing to establish separate rates for such a small state - so everyone just gets charged more.
State Auditor Monica Lindeen, who regulates the insurance industry, said the unisex law actually keeps rates lower, and repealing it would hurt Montanans.
"For 25 years, no legislature has overturned it and there is good reason why every attempt has failed," said Lindeen, a former legislator. "Why would we tolerate women paying more for their health insurance."

Medical Change That You Can Believe In
The past presidential election has brought the slogan “Change You Can Believe In” into every household in America. This column will discuss health care changes, and whether or not you can believe in.
Both Democratic and Republican candidates have addressed the need for change in the American health care system. The media would have you believe that health care in America is terrible because our infant mortality rate is higher than many other developed countries around the world, and our health care expenditures are greater than many other developed countries despite no differences in perceptions of the quality of care. Do we need to change our entire system or not?
We should first realize that patients from around the world come to the United States because our health care system is generally regarded as one of the best in the world for handling serious illnesses, diagnosing difficult conditions, and performing complicated operations. Assuming you have insurance, and assuming you can make decisions about your health care without inappropriate denials of coverage (sometimes denials occur in heavily managed health care plans like some HMOs), then you can receive the best care in the world.
Is this American health care expensive? Yes! Does this health care sometimes result in tests designed to detect diseases that you ultimately do not have? Yes! Do you sometimes have to go to multiple different specialists to get the best treatment? Yes! Do you sometimes have to repeat tests because the first ones have been misplaced or were not as accurately done as possible? Of course, you do! Do you always get all of the information that you want from your physician or the staff in the doctor’s office? No! What can be done to improve our current situation?
First, everyone should agree that more people should be able to access the basic elements of our health care system. Currently uninsured individuals should have access to health care that treats acute illness, results in good decisions about preventive treatments and screenings. People without insurance should be able to get urgent care rather than inefficiently monopolize physician and staff time in emergency rooms (which should instead be focused on true emergencies and have shorter waiting times).
Further, there is no doubt that unnecessary tests and treatments do take place (although this is less common than under-treatment) and the system needs to be more efficient. Even insured patients still receive too little preventive care, and too few screenings for serious conditions. Although unhealthy lifestyles need to be improved, many clinics and doctor’s offices spend too little time helping patients to lead healthier lives.
One of the great accomplishments of 2008 was passage of the Genetic Protection Act sponsored in part by Senator Edward Kennedy. This Act protected your information about your genes which can help you to understand your risk of illness and the changes you need to make to prevent serious chronic diseases.
In 2009, health care reform will be on the agenda of congress, and this will affect not only Medicare and Medicaid programs, but also private insurers who tend to follow the changes in the Medicare program. What changes should we be seeing in the health care system?
We know that care improves when patients follow clinical care guidelines. Therefore, changes in reimbursement that promote the compliance with nationally accepted health care guidelines will be most important additions to our system. But you can help make this a reality for your own care now! You can check with your doctor’s office to be certain that your physician actually knows the health care guidelines, follows them, and tracks whether or not your care is compliant with those national standards.
Secondly, it is likely that Electronic Health Records will be mandated by federally funded insurance as well as your private insurance because Electronic Health Records can eliminate duplication of tests and treatments, and can make certain that there are no unhealthy interactions between your medications that can result in poor outcomes. You can check to see that your physician has and uses Electronic Health Records.
No matter whether your doctor has an Electronic Health Record or not, you can already help eliminate duplication and begin to check on your treatments, by having your personal health record either online as digital information, and/or at home as paper copies. By so doing, you will know your diseases, your medications with their side effects, your risks of serious medical conditions, preventions, best lifestyle habits, your doctor’s treatment plans for you, and your schedule of future tests and exams. You’ll have to decide if you like the idea of having your most intimate information on a computer server “online”, since many patients do not want accidental disclosure or hacking to risk their privacy of these records. Your computer or paper files can work just fine.
A most important healthcare change will be more emphasis on prevention and screening, which implies better use of genetic evaluations to determine individual patient risks. It is hoped that in time, every clinic will have a computerized program of all the preventive and screening interventions to be certain each patient has received them. Until then, you should be certain that you have asked your physician about the risks of all the usual serious illnesses, what you can do to screen for them, and what you can do to prevent them.
Change is coming, as in all aspects of our lives. We hope the health care changes which take place under the leadership of President Obama, Secretary of Health and Human Services Tom Dashel, and your own individual legislators will result in better care for all of us.
And you can play your part in making sure the new laws and regulations are “Healthcare Change You Can Believe In” by communicating with your congressman, your senator, and the president’s office in order to mke your feelings known. Although it is unlikely that you will personally speak with your congressman, your senator, or the president, let the staff know your opinions and your opinion will be heard! The email, fax, and phone numbers can be obtained in your phone book, or on line. If there is any question about who they are, contact your primary care physician’s office or go to your local library.

Pet Insurance Comparison to Human Health Insurance, It is so much different
Pet insurance is so much different from human health insurance. It is not just one for animals and the other one for humans. It is more complicated than that. Here is some review about the differences between pet insurance and human health insurance.
Pet Insurance Comparison to Human Health Insurance:
CHOICES
-Pet insurance offers limited choices to pet owners. Until recently, there were only three plans, although now there are nine pet insurance plans.
-Still, that’s a very limited selection when compared to hundreds of choices for human health insurance.
COST
-Just as veterinary costs are much lower than human health care costs, pet premiums cost much less. Whereas a typical pet insurance premium may be $20 to $40 per month, health premiums for humans are hundreds to over a thousand dollars a month.
-Premiums for pets will vary from company to company, and be influenced by other variables such as the age of a pet, species of pet, breed of pet, plan types and in some cases by geography.
-Curious about what it would cost to insure your pet? Pets Best is happy to provide a free quote for pet insurance.
-Although it may seem complicated, the variances are much less than in human health care where the options and pricing confuse professional agents.
STRUCTURE
-Human health care has several major options that greatly impact choices.
-HMO (health maintenance organizations) plans are restricted to certain doctors, hospitals, cost of care and restrictions on access of care.
-Other than a few Pet Hospital wellness plans, none of these options exist for pets.
-PPO (preferred provider organizations) plans provide a list of doctors and hospitals but are more inclusive and less restrictive as the HMO.
-There is one recent attempt to develop a PPO for pets. Historically these attempts have not succeeded.
-Then there are the plans which have few if any restrictions of health care providers and fewer restrictions on the type and cost of care.
-In almost all health plans for humans, there are limits and restrictions on the cost of care, or “cost containment” provisions.
-Pet insurance is a liability policy that reimburses the pet owner (insured) for covered expenses incurred for their pet
-Pet owners want choices for care and selection of their veterinarian. This may change as utilization of pet care continues to increase, but all surveys of pet owners have been consistent in that pet insurance must allow them to use their own veterinarian and that they do not want the restrictions they endure for their own health plans.
WHO PAYS
-Most human health insurance is purchased by the employer, while pet insurance is mostly paid with discretionary income from pet owners. The bigger the employer, the better the buying power.
-Typically more benefits and better pricing are provided to larger groups, whereas pet insurance is typically individualized with discounts available for some employer and pet groups.
TAXES
-Human health insurance purchased through the employer and for the self employed is a business expense and not taxable to the employee, whereas pet insurance is paid from after-tax income.
REGULATION
-Pet insurance is considered liability insurance and is regulated typically as property casualty insurance, miscellaneous or inland marine, whereas health insurance is provided through exceptions to insurance by an act of Congress. Pet insurance is simpler in regulation and oversight.
CLAIMS
-Unlike human health care, the pet owner typically pays for veterinary care and seeks reimbursement from the pet insurance company.
-Most human health plans provide for the doctor or hospital to bill the insurance company and then collect the co-insurance from the insured at a later date.
-With pet insurance the insured pays out of pocket for the expenses, therefore the complaint turnaround time for claims reimbursement is more important. Waiting for reimbursement can become a problem when on a tight budget.
COMPLAINTS
-All companies direct complaints and claim resolution to internal controls that escalate as complexity or costs rise. With pet insurance unresolved complaints can be directed to State Departments of Insurance which regulate, license and audit the companies. They cannot force the company to reverse or pay a claim, however, they have great influence and if a regulation is not followed they can go to small claims court and litigation.

If you’re a veterinarian, you’ll find more information on pet insurance options here, or visit the Morris Animal Foundation’s Veterinarians page for vet chat, pet memorial cards, information about recent studies, and more.

Hannover Re to Buy, Sell More Insurance-Linked Notes, CFO Says
Hannover Re doubled its purchases of insurance-linked securities such as catastrophe bonds last year and plans to keep investing in and issuing such products. “While the second half of 2008 was difficult for insurance- linked securities, we are still committed to the market,” Chief Financial Officer Elke Koenig said in an interview. “We will continue to use the capital markets to transfer our own and our clients’ risks and we will also invest further in insurance-linked securities ourselves.” Sales of new insurance-linked securities dried up last year as investors retreated from all but the safest assets following the Sept. 15 collapse of New York-based Lehman Brothers Holdings Inc. The investment bank’s bankruptcy caused four catastrophe bonds to be downgraded by Standard & Poor’s. New issuance of so-called cat bonds and sidecars declined to $3 billion in 2008 from $9.4 billion a year earlier, according to a report by Aon Corp. the world’s largest insurance broker. Sidecars are special-purpose vehicles that let investors participate in parts of an insurer’s portfolio. “Those who had to or wanted to exit from insurance-liked investments actually found the secondary market was working reasonably,” Koenig said. “That market seemed to be partially more liquid than the traditional bond market.” Hannover Re, which has been investing in insurance-linked securities for years, had more than doubled its portfolio of such assets to about 150 million euros ($200 million) by the end of 2008, Koenig said. “We invested around 100 million euros in the market in 2008, most of that in the second half,” the CFO said. “We are probably investing in the same risks as in our own reinsurance business, and thus our ILS portfolio shouldn’t exceed 300 million euros or 400 million euros in the longer term.” New Securities Hannover Re said last week it sold 100 million euros of life reinsurance risks in a so-called embedded-value securitization that included unit-linked life and annuity lines from European clients. It last sold such a portfolio in 2006, raising the same amount. “The structure of this deal was pretty much the same as in the previous one, while pricing was a bit less attractive,” Koenig said. “Such straightforward reinsurance transactions will always be around,” while more complex deals have disappeared for now, the CFO added. Hannover Re’s next comparable transaction may come in 2010 or 2011, Koenig said. The company is Germany’s second-biggest reinsurer. Reinsurers help insurers shoulder risks for clients.

The uncomfortable question of life insurance
Life insurance is also known as life assurance because this is something that is certainly going to happen. Insurance protects you against things that could happen. Insurance protects you against the inevitable. If you have a family, you need to think carefully about how they would be able to cope financially in your absence, your children are in higher education, for example? Nearly two dozen children lost a parent during their time at university. This is a horrible thought, but with life insurance, you should consider seriously. Obviously, if you are unmarried, without family and without dependents, so it is unnecessary to have a life insurance policy.
There are two main types of life insurance: level term insurance and decreasing term insurance (also known as mortgage term insurance). Level term insurance guarantees a fixed payment if you pass away within an agreed period of time. This is perfect if you want to ensure that your children can finish university without the risk of your financial aid disappearing, or waiting until your partner reaches a pensionable age. Decreasing term insurance is used as a way to guarantee that a mortgage will be paid off in the event of your death. The actual amount it will pay out decreases as the mortgage itself decreases in size. Life insurance is the one type of insurance you don’t actually want to pay out, and especially with level term the less you pay over a period the better. One of the easiest (but perhaps hardest for some) ways to save money on your life insurance payments is to reduce your chances of death- the less likely you are to die, the less of a risk your insurer will deem you. The best way to save money on your payments is to be a non smoker. You may think it is as easy as just saying you aren’t, but if it can be proved you were a smoker then your families’ claim will be void. You have to have given up smoking for at least a year to be classed as a non-smoker. If you are in the process of quitting, do not worry, after a year of non smoking you can renegotiate your insurance. It really does save a lot of money, and is well worth doing. Of course the best way to save money is to shop around and check out what’s on offer. Whether you’d prefer to call it life insurance or life assurance, Legal & General are a very good choice. Established in 1836, over 5.8 million people rely on them for life assurance, pensions, investments and general insurance plans, so you can count on them to know what they are doing with your money.

Hartford Hears Health Insurance Proposal
IN a sign of the growing public clamor for a solution to the state’s ailing health care system, more than 1,000 residents packed a downtown meeting space here Tuesday night as a new universal program that promises to cover 98 percent of Connecticut residents by 2014 was unveiled. The plan, presented in the lobby of Union Station in downtown, would create an extensive health insurance purchasing pool that would include state employees, retirees, people covered by state assistance and the public. It would provide all residents access to their choice of health coverage and care regardless of their employment status, age, or pre-existing conditions, according to the Universal Health Care Foundation of Connecticut, which presented the proposal after two years of planning. The proposal is one of several that state legislators will examine during this session as they work to develop a statewide health care plan. The idea for the proposal took root in 1997 when a coalition of labor organizations and advocacy groups sued the for-profit Anthem Insurance Company over its merger with the nonprofit Blue Cross Blue Shield of Connecticut. In 2006, the group, by then calling itself the Universal Health Care Foundation, began a statewide campaign for universal health care.Proponents have touted the foundation’s proposal as a model that could be used nationally and that would fit in with the new administration’s plan to provide better and cheaper access to health care.During Tuesday night’s gathering, the speeches were at times drowned out by the crowd’s chants of “Yes, we can!” and “health care now!” The program has the support of some major Democratic leaders, including Donald E. Williams Jr., the Senate president pro tem and Christopher G. Donovan, speaker of the House. “I am here on behalf of the more than 7,000 Connecticut physicians who know first hand that our health care system needs change,” said Dr. Michael M. Deren, chairman of the Connecticut State Medical Society, which advised the foundation on its proposal. “We believe today’s proposals match many of the concerns expressed by physicians across the state. And we urge our lawmakers to embrace these concepts and make them reality.” Juan Figueroa, president of the foundation, said: “This is in essence a public plan designed to compete in the private market place. You are using the purchase power of the state to create a pool.”The plan could save individuals and employers $1.7 billion by 2014, the foundation said. The state would need to spend an additional $950 million in 2014 when the program becomes fully operational.According to the proposal, enrollees in the program would be charged premiums on a sliding scale based on their ability to pay. The insurance pool would be open to individuals, small businesses, nonprofit organizations and municipalities as an alternative. Or residents could choose to stay with their existing plans. In addition, the program would provide a coordinated system in which each patient would have a “medical home,” or regular source of primary, preventive care to reduce unnecessary visits to the emergency room, according to the proposal. But opponents of the program say it may be unrealistic and too costly, particularly in the current economic climate. They say Connecticut officials need to look no further than their neighboring state of Massachusetts, which adopted a similar program, to see the downside. In its first full year, universal health coverage in Massachusetts cost the state $153.1 million more than was budgeted, according to a budget report released recently.“This idea that a magic wand can be waved and at the end everyone will have health insurance is not going to happen,” said Keith Stover, a lobbyist and spokesman for the Connecticut Association of Health Plans. Mr. Stover said universal health care proposals “are cumbersome, expensive and politically difficult.” He said universal health care could negatively affect Connecticut residents who have jobs in the insurance industry.“I think sophisticated minds on health care have reached the conclusion it is likely going to be different solutions for different uninsured populations,” he said. Those arguments did not sway those who support universal heath care. They said something must be done now before more residents lose their insurance and are denied basic health care.“We can’t be intimidated by the insurance companies,” Mr. Figueroa said during an interview earlier Tuesday. “It’s the 21st century. Let’s face it, our economy is based a whole lot more than on the insurance industry.”The foundation will formally present the policy proposal to Gov. M. Jodi Rell and the State Legislature and ask for it to be voted on this session. More

Alberta Sees 8.8 Per Cent Increase in Auto Insurance Rate Quotes in Year-End Study
Alberta Sees 8.8 Per Cent Increase in Auto Insurance Rate Quotes in Year-End Study here is the complete article.
Today, Kanetix® (www.kanetix.ca), Canada's shopping marketplace for insurance quotes, released the results of their quarterly Alberta auto insurance premium study.
This ‘end of year' increase comes as no surprise. While past studies suggested Albertans shopped for newer vehicles resulting in higher premiums because they typically include more coverages, this is not the reason for he increase this time around. Instead, it is due to higher car insurance rates.
In the summer of 2008, the Alberta Auto Insurance Rate Board announced a 5 per cent increase in the mandatory auto insurance premiums. This increase came into effect on November 1st. If you also consider that rate increases by several insurers to the additional Alberta car insurance coverages (like collision and comprehensive premiums) were implemented, the year-over-year comparison was sure to be higher.
'No one wants to hear about car insurance premiums going up, especially given all the negative news regarding the economy,' suggests George Small, Co-founder of Kanetix.ca. 'That's why now is the time to make sure you are getting the best rate for your car insurance coverage. Simply put, why pay more than you need to for your car insurance? Too often people overpay because they assume all insurers rate their policies the same, but a simple visit to Kanetix.ca to get quotes will show how the rates insurers offer can vary wildly.'
As an online auto insurance shopping service that provides real-time quotes from many well-known competing insurers, Kanetix is in a unique position to empower insurance consumers with the tools needed to not only anticipate car insurance trends, but also to compare auto insurance quotes to find the best rate for the car insurance coverage they need.
About the study
Intended as a tool to spot and highlight the pricing trends of car insurance, the Kanetix Alberta car insurance rate study is released quarterly. Kanetix believes this study to be an accurate reflection of what Alberta auto insurance consumers are seeing when they get their renewal notice from their current insurer, as well as when they shop around for coverage. The study includes all drivers, regardless of their driving or insurance history, and includes the lowest car insurance rate quoted, no matter which company provided it (e.g. direct writing companies or broker-based insurers).
The results of the study are determined by comparing the average of the lowest auto insurance premiums quoted online for Alberta shoppers through Kanetix in Q4 2008 (i.e. October, November, and December) with the average from the same period in 2007. The results, and resulting interpretations, are based on the profile information as it is entered by the shopper and may not represent their accurate driving profile or vehicle data. As such, Kanetix can make no representation or warranty, either expressed or implied, as to the accuracy of this information.
About Kanetix
Launched in October 1999, Kanetix is Canada's leading national, online insurance marketplace. Policy of universal life insurance - a different choice
The choice of a policy of life insurance is not an easy task. There are several policies
to choose, each one with the elements of which we want and need. Two the most popular
the kinds of policies of life insurance are policies and whole life of temporary life insurance
insurance policies.
If a temporary policy of life insurance and an insurance policy of whole life married
and had a child, the child would be a policy of universal life insurance. Universal
the policies of life insurance are a mixture of the policies of temporary life insurance and whole life
insurance policies. Just as all the children make, the policies of universal life insurance
have some positive devices and some negative devices of each relative, C. - with-D.,
the temporary policy of life insurance and the insurance policy of whole life.
Like an insurance policy of whole life, a policy of universal life insurance offers
component of investment; however, the policies of universal life insurance are generally
less expensive than of the insurance policies of whole life. It is a good thing for
those of us who want the increase in money value cash of a policy of whole life but can
not to allow itself to buy one. It should note, however, that earning a money cash
the value is not guaranteed. The insurance can even finish if your account obtains rather low.
Like a temporary policy of life insurance, a policy of universal life insurance is usually
not as as a whole political of expensive life insurance. However, though
the accumulation of the money value cash is not guaranteed with a universal life insurance
policy, it is possible; it is not possible with a temporary policy of life insurance.
So certain aspects of a policy of temporary life insurance and a whole life
the call of insurance policy with you, plan to buy a universal life insurance
policy. Do not buy any policy of life insurance, including a universal life
insurance policy, without speaking initially with an agent about the life insurance
company. Your agent of universal life insurance will be able to build the life
the insurance policy which meets yours wants and needs.

In the place, we believe that it is due to the thousands of additional consumers choosing to benefit from the discounts such as the discount of tire of winter.

AIG Sells Canadian Life Unit to Bank of Montreal
American International Group Inc., the insurer bailed out by the U.S., agreed to sell a Canadian unit to Bank of Montreal for about C$375 million ($305 million), as AIG accelerates sales to repay a $60 billion government loan. The purchase of AIG’s Canadian life insurance business will add about 400,000 clients and 300 employees, and will increase Bank of Montreal’s earnings within a year, the Toronto-based bank said today in a statement. AIG is being forced to sell dozens of businesses, including a jet-leasing company and insurance operations in the U.S. and Japan, to repay a U.S. government loan. The New York-based- insurer raised $1.8 billion in asset sales before today’s announcement, including an equipment insurer and a private bank. “That certainly wasn’t a rich price AIG got for that asset, but it wasn’t horrible for this market,” said Robert Haines, an analyst at CreditSights Inc. in New York. “They had to start showing progress in getting some of these deals done.” The deal values the Canadian operations at “slightly above” book value, or assets minus liabilities, said David Monfried, an AIG spokesman in New York. The final purchase price will adjust if the unit’s worth changes before the acquisition is completed, AIG said in the statement. Keep Employees The transaction will make Bank of Montreal, Canada’s No. 4 bank, the second-largest bank-owned seller of life insurance by premiums and deposits after Royal Bank of Canada, said Gilles Ouellette, chief executive officer of the private client group. Bank of Montreal plans to keep all of the unit’s employees and may add more people over time, Ouellette said in a phone interview. “I wouldn’t be surprised if that was the reason they liked our bid,” he said. Bank of Montreal’s insurance operation accounted for 4.3 percent of non-interest revenue last year. AIG’s Canadian life business, based in Toronto, had C$571.4 million of revenue in the first six months of 2008, according to an Oct. 3 letter to customers. That compares with Bank of Montreal’s C$222 million in insurance revenue for the year that ended Oct. 31. “It makes sense as a way for Bank of Montreal to build out their wealth-management platform,” said Ian Nakamoto, director of research at MacDougall MacDougall and MacTier Inc. in Toronto, which manages about C$3 billion, including Bank of Montreal shares. Canadian Rules Canadian banks have been pushing to boost insurance sales even as federal law prohibits them from selling policies in bank branches. Royal Bank, the country’s largest bank, began opening insurance offices adjacent to its branches in 2005. The transaction “does put the bank in good stead,” if the government lifts the restrictions on branch sales of insurance, Dundee Securities Corp. analyst John Aiken wrote in a note to clients. It’s too early to say whether Bank of Montreal will open insurance branches, although “it’s a possibility,” Ouellette said. The AIG purchase is the biggest insurance takeover by Bank of Montreal. The price-to-book value for the transaction is about 1.1, compared with an average of 1.3 for Canada’s four publicly traded insurers, Aiken wrote. The price compares to ratios at comparable U.S. insurers including 0.59 for the shares of Birmingham, Alabama-based Protective Life Corp. and 0.83 for Kansas City Life Insurance Co., according to Bloomberg data. The purchase is expected to be completed by June 1, AIG said in a statement. The business will operate under the BMO Insurance brand. Bank of Montreal is getting advice from its own investment bankers on the transaction, while AIG is using bankers at JPMorgan Chase & Co. and lawyers at Debevoise & Plimpton LLP. Blackstone Group LP is counseling AIG on its global asset-sale program.

Big Tobacco takes a last stand on children's health insurance for porr kids
The tobacco industry is fighting a lonely battle against health insurance for poor kids. A coalition of tobacco industry groups ran a full-page ad in the influential Capitol Hill newspaper, Roll Call, on Monday warning President-elect Barack Obama that a proposed tobacco tax hike to cover the expansion of the popular State Child Health Insurance Program (SCHIP) would be an “economic disaster.” The ad is sponsored by the National Association of Tobacco Outlets (NATO), the American Wholesalers and Manufacturers Association (AWMA), and the Southern Association of Wholesale Distributors (SAWD), which claim, jointly, to represent the employees of tobacco sellers, wholesalers, and manufacturers. [To view full-sized ad, click on thumbnail, above.] Congressional Democrats hope to score an early victory by passing an SCHIP expansion. The bill is expected to face vote in the House and a markup in the Senate Finance Committee this week. The legislation will reauthorize the program before it expires on March 31. The expansion of the SCHIP rolls would be funded with a tobacco tax hike. The size of the proposed increase hasn’t been officially announced, but an earlier version of the bill vetoed by president Bush in 2007 would have added 61 cents to the price of a package of cigarettes–an extra $222.65 per year for a pack-a-day smoker. The ad in Roll Call asserts, without supporting evidence, that the tobacco tax would cause “economic and employment devastation” by putting more than 117,000 tobacco industry workers, such as convenience store clerks, warehouse workers, and tobacco farmers out of work. However, a $35 billion expansion program to cover an additional 4 million people could create at least that many new jobs, if the money were spent on expanding public programs like Medicaid, according, at least, to one advocate for expanding SCHIP. “If the bulk of that spending were going into Medicaid, I can imagine that something on that order jobs could result.” said Michael Lighty, Director of Public Policy for the California Nurses Association. The greatest job growth from an SCHIP expansion would be expected in those states that put the money directly into private programs like Medicaid, as opposed to private health insurance programs, Lighty explained. Opponents of the tax increase, like Big Tobacco, argue that increasing cigarette taxes burdens the poor disproportionately because lower income people are more likely to smoke. However, by the same token, lower income Americans will disproportionately benefit from both reduced tobacco consumption and expanded health insurance coverage for poor children. Plans vary, but private health insurance for one child typically costs more than $223 per year. So, even families with smoking parents could easily come out ahead if they get healthcare for their kids, despite paying more per pack of cigarettes, explains Ron Pollack, Executive Director of Families USA, a national consumer health organization that supports the plan to expand SCHIP with tobacco taxes. SCHIP serves the children of America’s working poor–kids whose parents make too much to qualify for Medicaid, but not enough to afford private health insurance. Currently, about 6 million children are covered by SCHIP. The proposed expansion would relax eligibility standards to cover an additional 4 million children, according to Pollack. The proposed expansion is popular with Democratic legislators, unions, pharmaceutical and insurance trade groups, physicians, and the general public. Even some moderate Republicans support the plan. An earlier version of the legislation passed Congress in 2007 only to be vetoed by President Bush. The rhetoric in the Roll Call ad suggests that the prospect of a Democratic president is making the tobacco industry very nervous. This time, when the SCHIP bill reaches the oval office, George Bush won’t be there to veto it.

Children's Health Insurance Expansion Gathering Stream
Some good news about chidren's health isnurance. Congress appears to be moving ahead quickly on a reauthorization of the State Children's Health Insurance Plan, which covers 6.7 million poor and low-income children nationwide and will expire in March.
President Bush twice vetoed expansions of the program that passed Congress with broad bipartisan support in 2007, saying they cost too much and expanded the program beyond its mission to serve as a last-resort option for the poorest kids.
A quick vote could provide momentum for President-elect Barack Obama, who supports the program and campaigned on a proposal to require all children to have some form of health insurance. Congress is not moving nearly so quickly to embrace the economic stimulus proposals Obama wants passed.
Senate Finance Committee Chairman Max Baucus today released an outline of his $31.5 billion, 4.5-year proposal, which he said his committee would take up tomorrow. The House is considering its own version.
Baucus's proposal would provide health insurance to 3.9 million additional uninsured, low-income children. The expansion would be paid for by increasing the cigarette tax by 61 cents to $1 a pack. The money would help expand the program at a time when states, which pick up a portion of the costs, are under serious budget constraints and the unemployment rate is at its highest level in 16 years.
"The Children's Health Insurance Program is needed now more than ever," Baucus said in a statement. "In these tough economic times, more and more parents can't afford health coverage for their kids. But CHIP can get uninsured, low-income kids the doctors visits and medicines they need to stay healthy." Baucus's bill does not lift a ban on Medicaid and SCHIP for children and pregnant women who are legal immigrants during their first five years in the country, but he said he looks forward to discussing how to do that as the bill moves toward final approval. The House wants to include such a provision, as the Wall Street Journal reported this morning.

Why insurance company doesn't pay
Insurance? No way ..., the neighbor I have often offering insurance for me. But I never interested. It seems like they are only make promises without realization. Yes, some of you may think that insurance can only give promises with no evidence. However, have you ever been prove it? If not, perhaps you should first join insurance, prove whether the new Insurance Company that you refuse are lying or it is a good insurance company.
We should see insurance company cases about broken a promise, case-by-case basis, not generalized it. It means, not only because of the one insurance company does not fulfill the promise, and you assume all insurance company isn't right. Insurance company money doesn't pay you can be due to many things. Well, this article will discuss what are the causes of Money Life Insurance does not guarantee paid to the customer.
CUSTOMERS ERROR
Not all claims due to failure of payment by insurance company. It can also cause by the customers themselves. Generally, there are five mistakes that can cause the client money is not paid by insurance company:
1. Customer dishonesty
Before someone has a product Life Insurance, he first must complete a insurance claim form. In insurance claim form there is a question that must be answered by a prospective customer, and from the answers that will see whether the insurance company will provide you Life Insurance protection or not.
Well, when filling the claim insurance form prospective customers often do not provide the correct answers. For example, in the claim insurance form there is a question about whether you have been treated in hospitals in the last two years. If you say no - but had been treated in hospital six months ago, for example - when the deaths occurred and insurance company find out that your cause of death because of a disease that makes you treated in the hospital six months ago, well don't expected that insurance company will pay you.
2. There is an exception by the insurance company to pay insurance money
Sometimes Life Insurance company does not provide the benefits that they promised if the cause of death are excluded (and the exceptions are written in the policy). On this exception, insurance company generally specify the amount of exemption varies. However, in most cases are:
1. Death due to suicide
2. Death because the person concerned to criminal acts
3. Death due to AIDS/HIV
4. Death due to critical illness, where the death occurred in the first year he was in the program of insurance from that insurance company
5. Death due to Force Majeure, or the things that really can not be avoided, such as war, natural disasters, or the hurly-burly
Well, often the exceptions in the policy was not read by the customer, so that he felt deceived when insurance money does not paid by insurance company. Therefore, if you have insurance policies, make time to read more articles in the existing policy.
3. Customers make a too long insurance claims
Insurance company set a time limit of insurance claims. Typically, a set time limit is three months. The problem is, customers often make a claim outside the time limit, so the insurance company doesn't fulfill customers demands.
For example, your husband is join a program with the Life Insurance and make you as his heirs. If the death occurs to your husband, you can only get insurance benefits that were promised when the claim still in a three months time after the death. If not, insurance companies may not want to give the benefits that they promised.
Now, how long you can know the time limits provided by the insurance company when you make a death claim? You can read it in your Insurance Policy. After that, if risk of death occurs, you must proposing a claim to your insurance company as soon as possible.
I'll write more later about this.

Legislators rely on Smithee for wind-insurance issues
The Amarillo Republican has worked on windstorm insurance bills since 1995 and chaired the House Insurance Committee for 16 consecutive years, 10 under former Speaker Pete Laney and six under departing Speaker Tom Craddick.
"No one knows insurance better than John Smithee," said Sen. Robert Duncan, R-Lubbock, who, during one of his two terms in the House, was Smithee's vice chairman in the Insurance Committee.
In the 2007 legislative session, Smithee was the author of House Bill 2960, which would have prevented an insurance crisis in the event of a devastating hurricane like Katrina and Rita in 2005.
The bill passed overwhelmingly in the House and had the support of Gov. Rick Perry, Lt. Gov. David Dewhurst and Craddick, but it was killed in the Senate the last day of the session. Sen. Mike Jackson, R-La Porte, threatened a filibuster - a process in which a senator talks nonstop until the clock runs out - on grounds that it was unfair to Texas coast residents.
Smithee, 57, dean of the Panhandle's legislative delegation, has served in the Texas House since January 1985.

Whole life insurance
Whole life insurance is exactly what it sounds like. It's life insurance that lasts your whole life, or until you decide to cash it in early. You might want to consider the policy as an investment as well as an insurance policy. Whole life insurance policies offer fixed benefits, fixed cash value and fixed premiums. Because whole life policies have an investment and savings component that results in a cash value which will accumulate over time, the premiums will probably be higher than those for term life insurance. Your whole life insurance policy will be sheltered against taxes until you withdraw from its cash value. You can cash in your policy anytime, but don't expect to receive the full benefit value. That can only be received upon death. If you borrow against the value of the life insurance policy and don't repay the loan, the loan amount may be deducted from the death benefit. Consult an attorney in your area for more information about whole life policies.

Car Insurance - Americans cutting back on car insurance
With the current financial situation, the winter freeze is the last thing on people’s minds. In America, in an attempt to save money, drivers are now cancelling their car insurance policies. A growing number of motorists are cancelling their car cover, because other than the legal issues, driving could end up costing far more money. The average car accident costs range from $3,000 - $4,000, with penalties leading to 60 days in jail. This is a risk the public do now want to take. Tim Gruel, an insurance agent commented that car insurance although presents certain costs, is a necessity: “It can be devastating. Your auto insurance is your first line of defence for liability with your family.” Therefore, Gruel stated that a driver should never drop their insurance, but instead review the policy to find ways to cut the costs, like increasing the deductible. He said that keeping liability insurance in tact is the most crucial issue. “You could be out of your house and lose all of your savings. You think you're in a bad economic condition now, well if something like this happens, you will be completely wiped out and devastated.”

House Democrats Scaling Back Children’s Health Insurance Plan
House Democrats are scaling back plans to reauthorize the State Children’s Health Insurance Program, as budget scoring problems and rising costs make a five-year bill unlikely. Instead, they likely will pursue a shorter reauthorization, leaving states that depend on SCHIP money less certain about future funding. House Democrats say they are still planning to base the core of the new SCHIP bill on legislation from the last Congress. President Bush twice vetoed reauthorization bills in the 110th Congress that would have expanded the program by $35 billion over five years, to $60 billion. Since then, however, the costs of the program have grown and the revenue-raising ability of the 61-cent-per-pack tobacco tax that would have funded it has shrunk. “The budget window has changed and with it the numbers,” said a senior aide the House Democratic leadership. “The [reauthorization] length may or may not be five years, depending on what [Congressional Budget Office] gives us.” It will almost certainly be shorter because the budget office will probably assign a lower cost “baseline” to the bill, which will restrict how much money lawmakers can devote to it. “Since the baseline has changed and the costs have gone up since we passed the bill last year, we are heading towards something under five years,” said an aide to a senior House Democrat who worked on the SCHIP legislation. The SCHIP program covered 7.1 million people — mostly children — in 2007 and is projected to cost the federal government $6.1 billion in 2009, according to the Centers for Medicare and Medicaid Services.

Review your insurance to save hundreds
In this time that global economy crisis occured you might want to review your insurance again to save hundreds of your money. As the economy falters consumers are looking for different ways to save money. When it comes to the search for savings, insurance is an expense that is often overlooked. Reviewing your household insurance coverage can save you hundreds of dollars. Donna Aug is a working mom who's always thinking of ways to save money. That's what prompted her to turn to Watkins Insurance, an independent agency to review her coverage. She had been with the same insurance agent for 18 years. "Now in these economic times you need to get beyond the loyalty and make sure you're getting the best value," said Aug. It turns out Aug wasn't getting the best value -- just like most consumers. "They do not review their insurance coverage on a regular basis and I think that's critical," said Patrick Watkins, president of Watkins Insurance Group. Watkins says consumers need to take advantage of changes in the insurance industry. "The market has become very competitive over the last 3 or 4 years which translates into lower prices for consumers really across the board on insurance products when you do shop around," he said. Watkins says changes in households also mean changes in coverage. For example: home improvements like an added security system, additions or remodeling, adding a work space at home, even relatives who move in and bring personal possessions such as jewelry or electronics. When it comes to cars, the depreciation of an older vehicle may be worth reducing your collision coverage. Also combining home and auto insurance coverage under one company pays off big. It did for Donna Aug. "About $400 or $500 overall," she said. Consumers should reevaluate their insurance coverage at least every three years. Aug says it's well worth it for her and her family. "I was very surprised and kind of kicked myself for not doing it sooner", said Aug. In addition to home and auto insurance, industry experts say it's a good time to review life insurance policies as well.

Pet insurance saves cash, but comes with
Do you have pets and looking for pet insurance? Here is aan article about per insurance taken from pet insurance review so you can decide whether to have a pet insurance or not.
It's a common remark for those devoted to their pooches: "I spend more on my dog's health care than I do on my own!"
Dog owners can expect to pay a few hundred dollars a year for routine veterinary care, but a serious illness could send the bills soaring into the thousands.
One way to protect yourself is to buy pet health insurance.
It's still not that common. Less than 1 percent of pets are insured in the U.S., according Petplan USA — one of just 13 plans available in the U.S. The company was founded by British natives Natasha and Chris Ashton, who said that in England, over 20 percent of all pets are insured and in Sweden the figure is close to 50 percent.
The couple started the company, which is affiliated with Petplan UK, after they ended up with a $5,000 bill to treat their cat, and were surprised at their limited choices. One of main reasons people have to give up their pets is the cost of care, Natasha Ashton noted. In addition to selling plans directly to owners, Petplan also offers insurance through The Humane Society.
Most people don't start looking for pet insurance until they face a big vet bill, said Michael Hemstreet, who runs Pet Insurance Review, a Web site for comparative shopping.
"But not one of the companies will cover a preexisting condition," he explained. "It's like if I don't have car insurance and get in an accident, and then try to apply for auto insurance."
Many pet insurance companies also will not issue new policies for older animals.
Hemstreet noted that pet insurance is technically property insurance, and many plans come with numerous restrictions. For example, there may be exclusions for genetic problems or exemptions for conditions known to certain breeds, such as hip displaysia in Labrador retrievers and German shepherds.
The American Society for the Prevention of Cruelty to Animals estimates pet insurance costs at about $225 per year, but the price can more than double for older dogs. Many companies offer discounts for coverage of multiple pets.
In general, plans cover about 80 percent of pet medical bills, including routine checkups, vaccinations and tests. Deductibles range from $50 to $125, and some companies limit the total amount of coverage available, either annually or for the life of the pet. Annual caps typically range from $7,000 to $20,000.
Hemstreet said pet insurance won't save people with healthy dogs much money, but can make the difference if a dog has a serious illness or accident. "I think pet insurance is for the person who will do anything to treat their pet and save their pet," he said, noting that advanced treatments like chemotherapy and transplants are becoming more common. "They can do all this stuff, but it gets pretty expensive."

nsurance seen as possible motive in Vegas slaying
Just a review about the case about Vegas slaying sometimes ago that include insurance company issue. About a man who claimed that a robber shot his wife and he is now claiming his wife insurance on insurance company. Las Vegas police homicide Lt. Lewis Roberts said Randolph's deameanor and evidence at the scene didn't add up. Instead, investigators allege, Randolph hired a handyman to kill his wife and then killed the handyman in a plot to collect more than $400,000 in insurance. Randolph, 53, was arrested Thursday at his mother's home in Utah, a day after a grand jury in Las Vegas handed up a four-count indictment charging him with murder and conspiracy in the May 8 slayings of his wife, Sharon Clausse Randolph, 57, and the handyman, 38-year-old Michael James Miller. Randolph was being held Friday at the Davis County jail in Utah pending extradition to Nevada. Authorities in Las Vegas and a former prosecutor in Utah said suspicions in the Las Vegas case were heightened by Randolph's past, including his acquittal by a jury in the 1986 shooting death of a previous wife, Becky Randolph, in Clearfield, Utah. "I wish them every success in being able to convict Mr. Randolph, because I wasn't able to," said former Davis County Attorney Mel Wilson, the prosecutor in that case. Randolph maintained that Becky Randolph's death was a suicide. Utah cannot try him again. Wilson, now a private attorney in Bountiful, Utah, said Las Vegas police detectives contacted him weeks ago about Randolph.
Authorities didn't believe Thomas William Randolph's claim that an armed intruder shot and killed his wife before he shot and killed the gunman last May.

Local insurance hikes will be steep
Insurance rates for Louisiana Citizens is increasing. Hmm what this is all about? It is because global economy crisis or what?
Insurance-rate hikes for Louisiana Citizens policy holders will be much higher in most parts of Lafourche and Terrebonne parishes than the 7 percent statewide average. Set to go into effect April 1, premium increases for policyholders with Louisiana’s insurer of last resort will be 22 percent for Terrebonne Parish residents north of the Gulf Intracoastal Waterway and 33 percent south of the Intracoastal Waterway. In Lafourche, Citizens’ customers south of the Intracoastal will see a 32 percent increase. The only local area falling below the state average will be in Lafourche north of the Intracoastal. Policy holders there will see a 6 percent increase. The 7 percent average increase statewide is the outcome of a settlement between the state Department of Insurance and Citizens, It falls below the hike proposed by Citizens in October. Projected to produce $15.3 million of additional revenue for Citizens, a state-sponsored insurer, the 7 percent change is part of a plan to ensure its premiums stay above the offerings of private companies. The intent is to move policyholders away from the state-sponsored program and to a private insurer, according to Insurance Commissioner Jim Donelon.Citizens primarily provides homeowner coverage for people who can’t find it elsewhere. The rate hike proposed in October, approved by a 4-3 vote of Citizen0’s board members, meant Lafourche and Terrebonne customers were looking at increases as high as 43 percent in some coastal regions. But the estimate used to compute the increase wasn’t on par with actuarial standards and was tossed, Donelon said. The department must choose the higher of two homeowner premium estimates, in accordance with a state’s law intent on encouraging private competitions. One is based on surveying companies about their rates, and the other is based on a formula evaluating risk. Donelon said he took the market estimate, which was lower, after staff members noted the other estimate included unaudited data. The April hikes, which will come when policies are renewed, could be just one of two increases this year.April’s increase is a 2008 rate adjustment, necessary because John Wortman, chief executive of Citizens, wants to avoid risking a delay for the 2009 rate analysis.Citizens will begin that rate analysis between April and June, so policies renewing in the fall could experience the 2008 and 2009 spike at the same time.

Nearly 11 million Americans Have Individual Health Insurance Policies
A Lot of Americans have individual health insurance policies nowadays. They are more concern about their health coverage. That is a good things. About 10.9 million Americans under age 65 purchased individual health insurance policies at some point in 2006, but only 7 million were covered by these policies for the full year, according to the latest News and Numbers from the Agency for Healthcare Research and Quality. The 3.9 million individuals who had individual health insurance policies for part of the year were covered for about six months on average.
AHRQ's analysis also shows that of Americans who bought individual policies for part of the year, nearly 44 percent were able to obtain coverage for the full year because they or their spouse got a job that offered health insurance or they had incomes low enough to quality for Medicaid or other public insurance. Most of this coverage came from employers.
Forty percent obtained employer-sponsored health insurance.
Three percent enrolled in Medicaid or other public insurance.
Less than 1 percent obtained both employment-based insurance and public insurance.
People buy individual health insurance generally because they can't get insurance from their employers, have lost a job that offers insurance, or do not qualify for Medicaid or other public programs.
AHRQ, which is part of the U.S. Department of Health and Human Services, works to enhance the quality, safety, efficiency, and effectiveness of health care in the United States. The data in this AHRQ News and Numbers summary are taken from the Medical Expenditure Panel Survey, a detailed source of information on the health services used by Americans, the frequency with which they are used, the cost of those services, and how they are paid. Tom Daschle to Face Tough Questions on Competition in Health Insurance

When Tom Daschle shows up for a confirmation hearing on Thursday, senators are likely to grant him all the courtesies due a former Senate majority leader.
But that does not mean Mr. Daschle should expect only softball questions. Lawmakers will most likely question him sharply about one of the most contentious aspects of President-elect Barack Obama’s domestic agenda: his call for a new public health insurance plan to compete with private insurers. No other proposal so clearly defines the political and philosophical differences between Mr. Obama and Republicans, or provokes such deep disagreements.Mr. Daschle, the point man for Mr. Obama’s campaign to revamp the health care system, supports the concept of “a government-run insurance program modeled after Medicare.” It would, he says, give consumers, especially the uninsured, an alternative to commercial insurance offered by companies like Aetna, Humana and WellPoint. But the proposal is anathema to many insurers, employers and Republicans. They say the government plan would have unfair advantages, like the ability to impose lower fees, and could eventually attract so many customers that private insurers would be driven from the market. “The public plan option is a terrible idea — one of our top concerns in the health reform debate,” said James P. Gelfand, senior manager of health policy at the United States Chamber of Commerce. The public plan, as conceived by Mr. Obama, would vie with private insurers to provide better benefits and better customer service at a lower cost. Without such competition, Democrats say, private insurers cannot be expected to control costs much better than they do now.Jacob S. Hacker, a professor of political science at the University of California, Berkeley, said the new option was essential to the success of Mr. Obama’s effort to rein in costs and make coverage available to all Americans. “Public insurance has a better track record than private insurance when it comes to reining in costs while preserving access to care,” Mr. Hacker said. “The public plan would set a standard against which private plans must compete.” Jeanne M. Lambrew, an associate professor at the University of Texas who is in line to be deputy director of a new White House Office of Health Reform, asks: “Why should policy makers give private insurers the exclusive right to cover Americans? If private insurers can better meet our goals for the health system, why object to a level competition with public plans?”The idea of a public plan has been endorsed by two Democrats with a decisive say on health legislation: Senator Max Baucus of Montana, chairman of the Senate Finance Committee, and Representative Pete Stark of California, chairman of the Ways and Means Subcommittee on Health. Two of Mr. Obama’s rivals for the presidential nomination, John Edwards and Hillary Rodham Clinton, also wanted to give people a choice between private insurers and a public plan modeled after Medicare.“Over time,” Mr. Edwards said, “the system may evolve toward a single-payer approach if individuals and businesses prefer the public plan.”That is what worries insurers, employers and Republicans. “Forcing private plans to compete with a public program like Medicare, with its price controls and ability to shift costs to private payers, will inevitably doom true competition and could ultimately lead to a single-payer, government-run health care program,” said Senator Michael B. Enzi of Wyoming, the senior Republican on the Health, Education, Labor and Pensions Committee, before which Mr. Daschle will testify on Thursday.Senator Olympia J. Snowe of Maine, a moderate Republican, shares some of that concern. “Creation of a government plan is no panacea,” she said, and “could disproportionately shift costs from private plans to the public.” Mr. Gelfand, of the Chamber of Commerce, said: “People would gravitate to the public plan because it would look cheap. Instead of paying the full cost of care, it would shift costs onto private insurance plans. It’s our employees, American workers, who would pay the price.” In a report to Congress last year, the Medicare Payment Advisory Commission, an independent federal panel, said Medicare paid doctors 19 percent less than what private insurers paid, on average. For hospitals, the gap was similar.Mr. Stark said he did not accept the argument that Medicare was grossly underpaying doctors and hospitals. “Many of the private plans are poorly managed,” he said. “They are the General Motors of medical care delivery. Medicare is paying the right amounts. To suggest that a heart surgeon has to make $600,000 or $700,000 a year, as opposed to only $400,000 under Medicare fees, does not get much sympathy from me.”Linda J. Blumberg, a health economist at the Urban Institute, said: “Large insurers do not seem to use their market power to drive hard bargains with health care providers. The presence of a well-run public plan could constrain private spending because private insurers would have to compete on price, in a way they do not often do today.”Karen M. Ignagni, president of America’s Health Insurance Plans, a trade group, said the consolidation of the hospital industry in the last seven or eight years had increased the market power of hospitals, thereby reducing the ability of insurers to negotiate discounts.Democrats say a public plan could use its purchasing power to secure better value for patients and taxpayers. “Together with traditional Medicare,” Mr. Daschle said, “this new program would have tremendous clout to bargain for the lowest prices from providers and push them to improve the quality of care.”Republicans say that Medicare rates, the prices paid for everything from wheelchairs to brain surgery, are set not by negotiation or competition, but by a web of federal laws and regulations. Scott P. Serota, president of the Blue Cross and Blue Shield Association, whose member companies insure one-third of all Americans, said: “I’m not worried about our ability to compete on a level playing field. I am worried that a public program would have marketplace advantages that make private plans noncompetitive.”

Health insurance for indigent kids backed
Edgardo Angara on Thursday pushed for a health insurance program for over 14 million Filipino children of low-income families through the establishment of a Children's Health Insurance Program (CHIP).
Angara said that poor families, especially during times of financial difficulties, would usually forego health care and put their resources into food. He said the state cannot afford to neglect the health of the country's children if it hopes to raise a strong and productive future generation.
"We need to make our children not only dependents of health insurance but beneficiaries themselves. Through this program, the government can significantly increase its investments in health thereby rescuing our young population from a health crisis," Angara said in a statement.
The senator said the proposed health insurance program would complement the existing National Health Insurance Program or PhilHealth by providing children with a full range of health services like regular checkups, immunizations, prescription drugs, laboratory tests, X-rays, hospital and clinic visits, durable medical equipments hospital visits, even dental and eye care.

You Can Avoid unnecessary expense with accident insurance claim
Here is a story about Darla Vargo. When Darla Vargo's SUV was rear-ended, the at-fault person's insurance company agreed to pay for all repairs and a rental car. Choosing Enterprise, the Deep Creek resident says she was pressured into getting an SUV when all she needed was some basic transportation. "They stated the insurance company has to pay for a comparable auto as the one that is getting repaired," she wrote.
But three days after returning the SUV, Vargo noticed a charge on her credit card for $493.59. Turns out insurance covered only $29 per day for the 21 days her vehicle was in the shop and the SUV was $49 per day. She was told she had to pay the difference (plus taxes and other fees), but fortunately pressured the offender's insurance company to reimburse her for the unexpected rental charge. "I think it is important for people to be aware of what Enterprise is doing so that they don't get caught," she said.
What this local area Enterprise Rent-A-Car location did was an admitted "error on the part of the branch manager," according to Enterprise spokesperson Meghan Maguire. "This is not our standard operating procedure whatsoever," she emphasized.
All of Enterprise's 7,000-plus offices are owned by this privately held St. Louis company with more than 700,000 vehicles in service and a reported $10.1 billion in revenue in 2008.
Vargo received a formal apology from the company's Group Rental Manager for Operations in South Florida and an offer for a free three-day rental. I hope she takes advantage of it and that Enterprise reimburses the insurance company.
Rather than understandably relying on a misinformed rental car company employee, Vargo could have avoided this surprise entirely by just asking a few questions.
"The first thing to clearly understand is what charges you may be responsible for," advised Lynne McChristian, Florida Representative of the Insurance Information Institute. "The best place to get this information is from the insurance company handling the claim," she said.
That information includes confirming the maximum daily allowance and the allowed time limit resulting in the total maximum amount of coverage. Anything outside those parameters is the responsibility of the renter. Additionally, know whether the cost will be billed directly to the insurance company or if the renter pays and is then reimbursed. Either way, get a receipt. Also use the insurance company's preferred rental partners for the best deal.
The company handling the claim can be either the at-fault driver's or your own. Even though the accident is entirely not your fault, consider filing the claim through your insurance company. It then retrieves the money from the at-fault insurance company through a process known as subrogation.
"Some people are more comfortable taking this path because they have trust and confidence in their own insurer and know that it may involve less of their personal time to let the insurance companies work out the details," McChristian noted.
However, going this route will require initially outlaying whatever deductible is in your insurance policy (you'll get it refunded) and having your own rental reimbursement coverage allowing you to immediately rent a car. But that coverage is optional.
"Rental reimbursement coverage is available for only a couple of dollars a month with almost every auto insurance policy, but it is often bypassed by those who believe they will not have a car accident or those shopping only for the lowest cost premium," notes the Consumer Protection Association of America on its Web site. "One year of rental reimbursement coverage costs less than a one-day car rental."
